You can do the Whisper of the Heart walk in Seiseki-sakuragaoka and an afternoon at Mitsui Outlet Park Tama Minami-Osawa in one relaxed day, entirely on the Keio Line. Walk up Irohazaka in the morning, look for the three Rascal manhole covers, have lunch near the station, then take the train to Minami-Osawa via Chofu. Bring your passport: you need it for the outlet’s coupon book for international visitors (up to 10% off at participating shops) and for tax-free shopping, whose rules change on November 1, 2026.
The day at a glance
| Time (approx.) | What | Where |
|---|---|---|
| Morning | Whisper of the Heart walk: Youth Post, Irohazaka, Konpira Shrine, the roundabout | Seiseki-sakuragaoka (聖蹟桜ヶ丘), West Exit |
| Along the way | Find the Rascal manhole covers and pick up the free manhole card | Around the station and on Irohazaka |
| Lunch | Eat near the station or at the roundabout | See Lunch in Seiseki |
| Afternoon | Keio Line to Chofu, change to the Sagamihara Line for Minami-Osawa | Seiseki-sakuragaoka → Chofu (調布) → Minami-Osawa (南大沢) |
| Late afternoon | Collect the coupon book, shop, use the tax-free service | Mitsui Outlet Park Tama Minami-Osawa (shops 10:00–20:00) |
| Evening | Keio Line back to Shinjuku | Minami-Osawa → Shinjuku (新宿) |
Start early. The walk is the part that depends on daylight and energy. The outlet is open until 20:00 (as of October 2026), so it can absorb a late start.
Morning: the Whisper of the Heart walk

The route runs from the Youth Post at the station’s West Exit, over the Otakuri River, up the switchbacks and stairs of Irohazaka past Konpira Shrine and Tenshudai, to the Sakuragaoka roundabout. It is free, on public streets, and the only hard part is the climb.
We don’t repeat the turn-by-turn directions here. Follow our Whisper of the Heart Walking Route and Map, and read Seiseki Sakuragaoka: A Local Guide to Whisper of the Heart if you want to know which places in the film are real. For the slope itself, see Climbing Irohazaka.
Two things matter for this particular day plan:
- You will carry your shopping later, not now. Travel light in the morning. Irohazaka has steep stairs, and you will want both hands free.
- Decide how you get back down. Walking back the same way returns you to the station for the train. Buses also run from the roundabout area. If you take one, make sure it goes back to Seiseki-sakuragaoka Station, because that is where this plan continues.
Noa Yogashiten (ノア洋菓子店), the Western-style sweets shop at the roundabout, is a stamp-rally point on Tama City’s walking map and a popular stop for fans. Its opening days are not something we have confirmed, so check before you plan around it.
The Rascal manhole covers
Yes, they exist. Tama City has a regional partnership with Nippon Animation, the studio behind Rascal the Raccoon (あらいぐまラスカル), and the city has installed three Rascal designs on its sewer covers:
| Cover | Where (per Tama City) | Installed |
|---|---|---|
| Ginkgo Rascal (いちょうラスカル) | Around Seiseki-sakuragaoka Station | January 2018 |
| Cherry Blossom Rascal (さくらラスカル) | Around Seiseki-sakuragaoka Station | January 2018 |
| Walking Rascal (おさんぽラスカル) | Partway up Irohazaka | March 2020 |
Tama City publishes a location map for the covers (a PDF in Japanese, linked from its manhole page), but finding them is still part of the fun. Walking Rascal is on the walk route itself. These are working covers in the pavement, so step to the side of the walkway before you stop for a photo.
Free manhole card. Japan’s manhole cards are free collectible cards. As of October 2026, Tama City hands out the Ginkgo Rascal card at the Sekido Community Center (関戸公民館), 7F of the Vita Commune building (ヴィータ・コミューネ), 9:00–17:00, closed on the 1st and 3rd Mondays. It is one card per person per design. The city’s page does not list a distribution point for the other two Rascal designs. Tama City’s Hello Kitty manhole cards are covered in Sanrio Details Around Tama Center.
Lunch before the train
Eat in Seiseki-sakuragaoka before you leave. The station connects to a shopping center with several options, and our Lunch in Seiseki guide lists them alongside the shops at the top of the hill. That way you arrive at the outlet ready to shop rather than queueing for food.
Afternoon: Seiseki-sakuragaoka to Minami-Osawa

There is no direct train. Seiseki-sakuragaoka is on the Keio main line and Minami-Osawa is on the Keio Sagamihara Line, which branches off at Chofu.
- At Seiseki-sakuragaoka, board a train toward Shinjuku (the inbound direction).
- Get off at Chofu.
- Change to a train bound for Hashimoto (橋本) on the Sagamihara Line.
- Get off at Minami-Osawa (南大沢). Keio’s station page lists every train type stopping there, from the Keio Liner (seat reservation needed) to Local trains. Check the stopping pattern of your train at Chofu anyway, because it changes between services.
- The outlet is about 2 minutes on foot from the station, according to Mitsui Shopping Park.
It feels like a detour because you head back toward Tokyo before turning west, but it is the standard rail route. Use Keio’s route search for exact times and fares. If you are paying by IC card, just tap in and out. If you plan several Keio rides on the same day, see whether the Keio Line One-Day Pass saves money against the separate fares.
Bus alternative. Buses link the Seiseki-sakuragaoka area with Tama Center (多摩センター), which is on the Sagamihara Line a short ride before Minami-Osawa. This can avoid the Chofu backtrack, but check the bus route and timetable yourself. We have not confirmed it.
Coming back: Minami-Osawa to Shinjuku is a direct ride on many trains. Mitsui Shopping Park quotes about 34–35 minutes from Shinjuku on the fastest Keio services.

Mitsui Outlet Park Tama Minami-Osawa has about 110 shops, according to Mitsui Shopping Park.

The coupon book for international visitors
Mitsui Fudosan issues a coupon book for international visitors together with LIVE JAPAN. As of October 2026, its official page says:
- Discount: up to 10% off at participating shops. Not every shop takes part, and some luxury brands, restaurants and food courts may be excluded. Each coupon book lists the participating shops.
- Who can get it: international visitors with a passport. Foreign residents with a Residence Card are generally not eligible, though rules can vary by facility.
- How: open the QR code on the official coupon page, then show it with your original passport at the counter. You receive a paper coupon book and a welcome gift.
- Where at Tama Minami-Osawa: the 1F Information Counter in Factory Outlets Block A.
- Validity: check the expiry date on the QR code or printed in the book.
- With tax-free: the page says the coupons can be combined with tax-free shopping.
Get the QR code on the official Mitsui Outlet Park coupon page for international visitors before you go, so you are not loading it on mall Wi-Fi.
Tax-free shopping: what changes on November 1, 2026
Many shops at the outlet offer tax-free sales, and Mitsui Shopping Park says the outlet has a collective tax exemption counter where you can process purchases from several shops in one go. Some shops do not use the shared counter, so ask at the till.
Japan’s tax-free system changes during autumn 2026, according to JNTO:
| Until October 31, 2026 | From November 1, 2026 | |
|---|---|---|
| At the shop | Tax is removed at the point of sale | You pay the full price including tax |
| Refund | Not needed | The tax is refunded after customs at your departure airport or seaport confirms you are taking the goods out of Japan |
| Minimum spend | ¥5,000 or more (before tax) per shop, per day | ¥5,000 or more (before tax) per shop, per day |
| Passport | Required | Required |
| Deadline | — | Complete the customs procedure within 90 days of purchase |
| Sealed bags for food and cosmetics | Required | No longer required |
Under the new system, do the customs check before you check in your luggage. JNTO warns that checked bags cannot be retrieved. How the refund reaches you depends on the shop or its refund service provider, so ask when you pay.
Checklist
- Original passport (coupon book and tax-free both need it)
- Coupon QR code saved before you leave the hotel
- Comfortable shoes for Irohazaka
- IC card or a Keio one-day pass
- Space in your bag, or a plan to use a locker at the outlet
- If shopping on or after November 1, 2026: time at the airport for the customs check before bag drop
Who this day suits
- Ghibli fans who also want to shop. The walk takes a morning and the outlet fills the afternoon without another long train ride.
- Travellers who prefer short train hops. Every leg is on the Keio Line, and the outlet is a couple of minutes from the station.
- Not ideal with heavy luggage. Leave suitcases at your hotel. The stairs on Irohazaka are the hard part of the day.
Getting to Seiseki-sakuragaoka in the first place is covered in How to Get to Seiseki Sakuragaoka From Shinjuku.
Manhole details checked against Tama City, outlet information against Mitsui Shopping Park and the official coupon page, and tax-free rules against JNTO in October 2026. Hours, coupon terms and tax-free procedures can change, so check the official pages before you travel.
